Too much engine oil?

I noticed today that there's something weird under the oil filler cap, as shown in the picture.

I then took the dipstick out, wiped it clean and then inserted again to check the level and it doesn't look very good as the level seems to be well above the MAX point. Tried a few times and the results are more or less the seem as shown in the second picture.

So does this mean that there's too much oil in the engine?

I noticed mine has about 1/4 as much white stuff as yours the other day. I suspect it may be due to the long filler neck the runner has causing it to cool down faster than the motor block resulting in this condensation combined with short trip driving.
I also think the dipstick is hard to see where the actual true oil level is because I put exactly 5.5 qt. in with filter change and my stick looks over full until I noticed I think it is picking up oil on the tube coming out making it look more full than true if this makes sense.

So shall I just use the toyota type IV ATF?

I tried to smell it today but the oil filler cap just smells like oil and the coolant doesn't seem to have a distinct smell that I could tell under the cover of the heavy oil smell.

Pulled the dipstick again today and the result changed, as shown in the photo, I didn't do anything to the car(and didn't even start it),

My guess at why your oil level seems to read high at times and just right at others, is because your dipstick will pull oil up into the tube when you pull it out. Therefore, you only get one chance to get an accurate reading.

Since you said you didn't even start it, just pulled the dipstick out. I'd say you are fine. I have the same issue with my '10 tacoma (with the 1gr-fe v6) so I'd assume that's your case as well.

And I know it's been answered, but the froth on your filler cap looks to be condensation. I don't think your headgasket is leaking if your oil reads full (and not above) when you check it 1. when it hasn't been ran in a while, and 2. on your first time you pull the dipstick from the tube.

Looking at the picture, the oil level looks fine. As was pointed out earlier, your dipstick will pull up extra oil that is splashed around.

The proper way to check your oil level is to turn the engine off, hold the dipstick horizontally and look for the oil stops being a consistent sheen. See how in that picture, just a little after the MAX dot it starts spotting and isn't a consistent sheen, that indicates it is just splash oil. That's the most accurate way you can check the oil level without letting the engine sit for a while.

OP what did you end up doing? I hope not dump ATF in your engine oil. If you drove on the highway for 20 miles it would be gone Id bet.
