Torque spec for steering rack mounting bolt

Hey everybody. My brother just got a 99 and we were changing the steering rack bushings. The problem is that the whole stud on the D bushing came out. The bottom one here with the 10mm head on it.

We got a new one from the dealership, but I've looked around (and checked the FSM) and can't find a torque spec on it. I would imagine that since the nut that goes on it is 123 ft/lbs, it would need to be tighter than that. Should I use some red threadlocker or something?

Why didn't you just reuse the original stud and torque to 123? Not sure why you decided to buy a new one I guess. Yes I would use red thread lock on the stud where it threads into the cross member.
 
Thanks. Good point. Forgot to mention that the old nut was crossthreaded on the stud, hence why the hole shebang came out.
