Total Chaos steering rack bushings

Hey, I just received my steering rack bushings from Wheeler's, and had a quick question.
The horizontal bushing's metal insert is about 1/8" shorter than the poly part when it's assembled. Poly measures about 2 11/16, metal is just over 2 9/16.
Is this the way it's supposed to be?
