tpms question

Hi, new owner of 2016 limited.
Purchased some 17 rims to mount studded tires on (Canada)
Bought some oem tpms from toyota, ordered a cable and will download techstream. I want to change tires seasonally myself.

I was testing out my autel ts401 and it would read the tpms id's that are current on the vehicle, but would not read the brand new tpms still in the bag.

Do tpms need to be activated before they are readable?

update

Took tires to tire shop and they mounted the tires and new tpms on new rims. They did no programing and did not have the vehicle. Back home i can now read the sensors id.
There must be a "first use" seal protecting the battery from draining on a stock shelf.
