Turn signals not flashing

Hello,

Here are the symptoms:

  • When car is running, if we flip the turn signal up or down, the front flashers never flash/blink. The rear ones do flash. The front signals on the bumper flash. The turn signals right next to the headlights stay solidly lit. We can see the left/right arrows light up on the dashboard and the flasher relay unit does make the "tick tick" sound.
  • If we put the hazard lights on, the front flashers next to the headlights don't flash but we can hear the "tick tick" sound.
  • Oddly, when the 4Runner is off, and we click the lock or unlock buttons on the stock keys the front turn signals DO flash. That's the only way we've been able to get them to flash anymore.

Here's what we've tried:

  • Checked the turn signal fuse, it looked fine.
  • Replaced turn signal bulbs.
  • Replaced turn signal relay. (no difference, heard "tick tick" noise but lights didn't blink)

Specs:

2000 4Runner V6 Limited (130K)

Any suggestions are greatly appreciated!

I thought that the signals in the bumper were the only signals that flash. Ive never seen the parking lights next to the headlights flash at all...besides when locking or unlocking that car that is. I think that yours are working as they should be.
 
+1 normal operation. The parking lights next to the headlights do not flash when signal or hazards are on. Front turn signal in the bumper are the ones that flash.

I'd be very surprised if the bulbs next to the headlights aren't supposed to flash when the turn signal is on.

That would seem like a potential hazard to me, imagine someone approaching at an intersection and you couldn't see the turn signal because you're perpendicular to them.

Shouldn't they blink with the hazard lights on? (Mine don't)

Nope they dont

GM was fond of incorporating the side markers in to the front turn signals. Toyota did not follow that path.

If you are perpendicular to a vehicle it doesn't make a difference if they are turning or not, STOP, until they are no longer in your way.
