Two nuts for KYB Gas A Just?

Going to replace shocks all around for the first time with 4Runner. Here's the newbie question. Anyone know the placement of the two nuts they come with for a single shock? Obviously, one will be on top, but is the other at the base of shock cover, below lower bushings?

One nut goes on top of the other. Then tighten them against each other so they dont back off.

I think those are the two nuts your talking about.
