Unknown Tube/Wire

I have heavy rusting in the Passenger side of the cargo area and when I pulled up the carpet, I find this black slack hose. I say hose because it feels hollow with no wires inside and havent seen it on anyone elses thread when they are doing something in the cargo area. Any ideas?

Where in NC are you?

I would say follow it and see where it goes/comes from.

I know that the trailer harness goes across the back like that, but not sure what a hollow tube would be there for.

Im in Wilmington, just down the coast from you, Doc.
Foolowed the wire (it is a wire) and it has a green wire from the drivers side splitting into it, then over to the passenger side, well, i took photos. Amazingly, it was labeled with a factory tag on pass side, as 'Passenger Jumper Assy'. Passenger Jumper Assembly?

That's how mine is too. Just kind lays from one side to the other under that heavy black mat. I thought the same thing about it coming loose or not being installed properly as it seems contradictory to the way other wires are ran throughout the truck.

It's probably a dealer or port add-in to provide a trailer hitch package option. Most of the hitches were added stateside. In fact, different hitches were used in different parts of the country. So, it's a Toyota part, but not Japanese factory installation.
 
Ill probably run a fish along the other bundle of wires that ARE fed properly under the rear of the cargo area and pull it through just to get it out of the way. Just tucking it up under the moulding along the floor when I put it together feels a bit cheap.

Not that Ive ever towed anything in my life, but Im definitely not pulling it out.
