You cannot aim them low enough to "be effective and not blinding." To confirm, have a buddy walk down the street. You then start with the lights pointed right at the ground, slowly lifting until he says "ya if I was in a car that's be blinding." You'll be surprised at how low that happens. D2s are designed to send light everywhere.

Rigid dually d2 x4 pieces as ditch lights, 4 hamma cr1212 aka cheapo China dually knock offs in the bumper, 12 inch engo hawse fairlead mounted light bar, 41 inch roof bar and two hamma cr1212 cheapo ones in the rear bumper in the useless reflectors lol

I think Amber is illegal on street in most states.

Cops let you get away with it when it is rainy or foggy but on a clear night they may pull you over.

I'm not an LEO so perhaps someone else can chime in.

I use my amber D2's when its snowing really hard, or in white out conditions. I have them aimed low to light up the road in front of me. Not only does it help cut through the snow without the glare back like headlights, but it also helps other drivers see me. I only use them during pretty nasty conditions though.

Ohio is delightfully vague about it. Yes, you can have up to three auxilary driving lights subject to the Director of Public Safety's specifications. No, you can't find any place that details those specifications.
