Water pump timing belt driven?

My '91 4-Runner v6 4wd started making a noise yesterday on the way home and my mechanic neighbor says that the the water pump is needing replacement. When I went to buy the part it was advised that the water pump is timing belt driven and they highly recommend that the fan clutch and the timing belt be replaced at the same time as the water pump.

Is this in fact the case? Any insight much appreciated.

Timing belt yes fan clutch no if the fan clutch is functioning properly and you get it off fine then I'd use the old one
