It's on the door frame. You can see it when the interior door panel is removed.
If its what I think you're talking about, I think its to keep water/moisture away from the door electronics.

agreed, its to keep moisture and air out of the cabin also helps with road noise inside the vehicle, i had to cut into mine to fix the window lift assembly i just used rtv where i pulled it back away from the metal and duck tape where i tore it in a few spots lol you can just replace the whole peice of plastic and use an rtv to get a factory repair look. you can get sheets of plastic at most hardware stores and just cut it to fit with sissors
