What is this relay?

This relay has power on it when the switch is off and it is causing lights on my dash to stay on and the heater blower to run. I replaced fuse box and integrated relay and it did not fix it. I have bypassed the power to the relay so it is keyed on with the ignition so it will work whatever it is suppose to , but i removed the relay first and tried every thing on the car and i still can't find what it is. Not my pic but same thing. The one circled.

You sure it's that relay? If you replaced the relay, and it DIDN'T fix it, you need to start looking into wiring and that sort of thing.

Or a different relay or power source for the lights and heater.

Have you checked ALL the fuzes and relays to make sure they aren't bad? Have you checked all the connections to the fuzes to make sure there isn't something bridging them? What about the body ECU, the thing that the relay plugs into? There's a circuit board in there. Take it apart, and clean the circuit board. Good chance something is getting bridged in there.
 
It was doing this before i did any thing to it. I checked all fuses and relays. I replaced fuse box with used one and opened it up and checked all paths inside to see if one was jumped to another and it wasn't. Integrated relay is new from toyota. I pulled relay to see what it was for and every thing on 4runner still worked I'm unsure what it is for.
 
Still thinking that you have something bridged together.

If the relay was bad, you would have none of the problems you did before you replaced the relay.

Follow all the wires, see where something is broke, split, or any other damage to it.
