Looks like it hit your fender or a rock and got sliced. Nothing to worry about, not deep at all. If it's your fender though it would be a good idea to solve the issue before it cuts it worse.
This is a rear tire, stock size. No chance this this from hitting the fender.
These marks are on every lug of this tire, not just this one section.

It hit something, it's not a tire issue, it was caused by something you did even if you don't know you did it. Stock size tire, is it on a stock rim? Do you wheel it or only street driven?
Stock rim.
It's been off road but nothing every crazy. I find it hard to believe I scraped it for 99" inches to get the whole circumference of the tire.

I don't. You have no idea what's under mud. Your tires are spinning, that 99" goes by VERY fast in that situation. Rocks can be very sharp, someone's license plate under the mud that got torn off years ago, rocks under the mud, glass bottles, it happens all the time. At the end of the day though, it's a non issue. The cuts are not deep at all and the chunk is nothing. Give it time, the more you wheel, the more you'll notice cuts and chips in the tires.
Mostly that in Colorado.
