What's this cover found in my car, marked PP+E / P-T20?

I've had this mystery cover in my 2007 SR5 4Runner for years now and don't know what it is. It's marked PP+E / P-T20, and also 58989-35010. It's about 6 inches wide.

My car has a gray interior so I'm guessing that this part lives in a location that isn't normally visible. Anyone recognize it? Thanks in advance.

I think that is a tissue box holder for the center console lid.
