3k will probably get you a high-mileage 3rd gen in not-so-good shape, or a moderately well-kept 1st or 2nd gen. You are not going to able to buy anything for 3k and point it down the road and not worry about it - they're all going to need work. If you want a 4Runner for a daily driver and 3k is really your upper limit, look to spend about 2k on a truck and sink the other 1k into getting it into shape. It might need motor work, suspension, brakes, tires, etc.
2k will probably buy you a solid but ratty 1st or 2nd gen, or a really abused 3rd gen. Go for a five speed with the 4cyl, those are the easiest to work on. Don't worry about rust or damaged body panels, fix those later.
The guy above has good advice - do you need a 4WD truck? Can you buy an old Honda or Yota compact? You'll get much more car for the money.
