windshield wipers - relay switch???

My wipers no longer have the intermittent feature and I have to time when I shut them off so they will go all the way down. So I ASSUME my motor is ok, since they move, but the timing switch or relay is bad? Not sure I have those terms correct, but how do I fix this?
