relay, wiper switch?, anything?
how to diagnose?

Well, it's not the relay--there isn't one (except internal to the switch). Looking at the schematic, I'd say it pretty much has to be the switch. Only other possibility is a rogue short in the wiring.

So pull the wiper fuse and see if it stops. If it does = not a short (unless it's from switch supply to motor lead just before the switch.

Either just swap the switch, or pull it and check continuity function according to the Service Hints on the bottom of the Wiring Diagram. Also turn the key on to see if wipers stay off with the switch pulled. That definitively rules out the short.

Sometimes stalk switches can be cleaned and given new life. But I've never worked on this specific switch.

the wipers are on full time when the fuse is installed. with the switch in the off position they run constantly, but if i move the switch down it does have faster speeds.

thanks

Yep, sounds like the switch is bad. You can attempt taking it apart but from my experience they are a PITA.

Try a used switch from a part out on here on the junkyard.

One side works

I had ice freeze up all over my truck because it snowed then warmed up. I turned on the wipers and they wouldn't move then POP! The left side of my windshield was clear. The passenger side didn't move at all though and now there's a lot of play. Anyone ever take apart the wiper blade arm?

See if the wiper arm nut is loose. It's very common.
