Wiper Blades not working

I recently noticed that my intermittent level would not work, but slow and fast would. As time progressed, my slow went out, then fast. Now my wipers will only work if I use the wiper fluid. 2006 4runner. Is this a fuse issue or motor?

Sounds like the Wiper switch on the steering column needs to be replaced. Its the complete arm that is used for wiper functions, it is a pretty simple job. Toyota part # 8465214642
