Would a little paint do the work?

I'm looking at a black brush guard that another T4R member is selling for a nice price but it's very dirty and has chips (from what I can tell). Do you guys think I could just paint over it and it would like nice?

Side note, I removed my badges and painted them black, I'll be posting pictures of sometime this week.
