If there was work done at a dealership it was probably done before Toyota started switching over to their electronic record system. I forget when exactly Toyota made that finalized (I think '06-ish maybe? I could be wrong), but a lot of older Toyotas (some 4th gens included) don't show the PDI and such.
Carfax doesn't always show everything, even accidents (it only shows what's been reported.)

Service records are not that important to me when buying a used vehicle, especially seen in the vehicles car fax.
What is important to me is if the vehicle is clean inside and out. If a vehicle has a clean interior and relatively free of dings and stuff on the exterior that is a pretty good indication of the owner keeping good car of the car including the maintenance.
If the interior looks like crap, than most likely the owner did not care about the engine either.
Also its better to buy from a first owner, first owners of vehicle tend to take good care of their cars because they bought the vehicle new at $30k or so. So they can afford the maintenance and want to keep the car for a long time.
I try to stay away from 2, 3, 4th owners cars. The more owners of that vehicle the harder it is to know how it was maintained.

For what it's worth, I bought a Tacoma new in 2011 and had all the service performed at the Toyota dealership I purchased it from. I have since traded it in at said dealership. When they listed it on their website for sale, they also posted a link to the carfax, which did not show anything regarding the service records. This truck had 40,000 miles, so that equates to 7 or 8 oil changes, spark plugs at 30k, etc. NONE of this showed on the carfax so don't get too caught up in that crap.
