Not sure if I have a full explanation, but perhaps a clue. Even if you kick the vehicle into neutral while rolling up to a stop, it won't go all the way down to a regular idle. I believe this is to make sure you've still got enough RPM for adequate power steering while still rolling. When you actually come to a stop, the RPM will finally drop to regular idle.
I've got a V6 and have seen this delayed drop to idle, but don't think I remember an actual surge. Maybe the situation is more complicated than I thought, and the idle speed actually increases a little more (for better power steering as you get to really low speeds, and then drops when you stop. This could be called a surge I suppose.
The V8 is significantly heavier up front and is in 4WD all the time. It might need a little more power assist to the steering to feel right at really low speeds.
