I live in Tempe as, about a mile from Arizona state, I think they enrolled about 80,000 students this year, with all of those kids driving there is constant stop and go, and they are always doing construction, I've never gotten below 15 in the city, the only time I've gotten lost than that was a really long off road trail. Also make sure you aren't in 4wd or something, a few things you can do to get more economy is the spark plugs, the fuel filter, check the alignment, tire pressure. Also if you know you are going to be sitting for a few minutes just turn the engine off and shift into neural, as long as you keep your foot on the brake no one can even tell, some cars now do this automatically.
