1999 four runner gas gauge doesn't work

when starting vechicle gas gauge goes to full, then shortly grops to empty low fuel light flashing even with a full tank

Sounds like the sending unit may be going bad. Seems to be very common. There is a TSB out for it. Try this link:

My 99 has a similar issue, except it always says full. I just watch the mileage and fill it up around 200 miles. I'm only getting about 225 miles per tank running 35's.
