Why did Toyota decrease the horsepower in 06 on 4.0 v6 in T4R?

Horsepower
The horsepower in the 4.0-liter V-6 varied through the years. The 2003 through 2005 version produced 245 horsepower at 5,200 rpm. From 2006 through 2010 -- except in the FJ Cruiser and 2010 4Runner -- the 1GR-FE renders 236 horsepower at 5,200 rpm. In the 2007 through 2009 FJ Cruiser, this engine produced 239 horsepower at 5,200 rpm, then 260 horsepower at 5,600 rpm in 2010. The 2010 4Runner's 4.0 delivers 270 horsepower at 5,600 rpm.

Torque
From its release in 2003 through 2005, the 1GR-FE produced 282 foot-pounds of torque at 3,800 rpm. In the 2006 through 2010 Tacoma, and in the 2006 through 2009 4Runner, the 4.0-liter produced 266 foot-pounds of torque at 4,000 rpm. It produced 278 foot-pounds of torque at 3,700 rpm in the 2007 through 2009 FJ Cruiser. In the 2010 FJ Cruiser, the 1GR-FE exhibits a decrease to 271 foot-pounds at 4,400 rpm, while the 2010 4Runner delivers 278 foot-pounds of torque at 4,400 rpm.

It has to do with a revision of the SAE rating for horsepower. They redid the ratings and every engine dropped in 06 but the engines are exactly the same...just has to do with the rating scale being used changed.
