2000 4Runner 2.7L - Camshaft alignment

Replacing Head gasket on 2.7L; prior to removing camshafts the crankshaft was set to TDC; timing chain mark vertical, and the "dots" on the Intake and Exhaust cams aligned, EXCEPT they were one (1) tooth off...

Two (2) questions:

1) When reinstalling the cams should I align the "dots" properly or as found? The engine ran OK before this. From a practical standpoint how much difference does one (1) tooth off make?

2) As a result of the above, the backlash gear is misaligned and can't install a service bolt to maintain the spring load... is this a big issue for removing and reinstalling?
