Just to skip the arguing over "could, should, or would" and the morality of salespeople, forget what they quote you. Don't give them a flexible number like "$600 over invoice" because they will inflate the invoice and then claim they are losing money.
Pick a number you think is a fair deal, and tell them "I want this car for this price, are you going to sell it to me or am I going to another dealer?" and then wait 30 seconds and walk away. The biggest mistake people make in dealing with salespeople is actually trying to deal with sales people. Pick a number based on real research, in this case, $39,821. Are you willing to pay $40k + taxes? If so, offer them $39k, accept anything $40k or less, and drive away in your new car. If the give you any number over you max number, walk away. Either they will stop you, call you, or let you go to another dealer.
Just don't give them the keys to your current ride until you have the deal you went there for in the first place.
