2011 4Runner Front Turn Signal Housing Removal ??

I am trying to figure out the best method to access the driver's side front turn signal on front bumper of my 2011 4Runner. Is the housing accessed/removed through the inner fender well, underneathe vehicle, or from top under hood?

My left turning light cover was crashed by a pebble or something.. Dealer wants $140, $40 for parts and $100 for labor..:roadkill:
