2nd Gen Spare Tire Carrier Repair

Hello all, I currently own a 1994 SR5 (First 4Runner), and while preparing my vehicle for winter, I lowered the spare tire to put some air in it. However, when I tried to put it back up, I realized the little U shaped piece of metal had worked its way out, and was about to fall off. Looking inside the winding mechanism, the cable was twisted over itself, and no amount of turning it and messing with it using a screwdriver could get it untangled. I can't see any obvious way to get the mechanism off of the vehicle, does anyone have any suggestions for fixing, or removing it? The tire is in the cargo area for now, but I'd like to get it back underneath the vehicle. Thanks.

If not the best thing to do is get a replacement unit from the dealer or scrapyard eBay also has them once and a while.
