30A "POWER" fuse issue

The reason why the fuse was melted is because there is a short circuit in your power window/lock wiring.
If you haven't done any repairs in your windows or locks, then one of the wires located at the hinge area (inside the rubber boot) on drivers door may have cracked and touching the body. Looking at the year, it is highly doubtful this may be the course but still possible.
Also, try this method: pull the door panel and disconnect the wire plug that is attached to the window motor and the locking mechanism. Insert a new fuse and see how it goes. Do this for all 3 doors (excluding the drivers door).

Good advice, but to save some fuses, I would disconnect all the doors, replace the fuse, and connect them one at a time. When the fuse blows, you know the short is in that door. If it blows with all 3 doors disconnected, the short is in the body wiring.
Fixed
I disconnected all the wiring harnesses to the passenger and rear doors looking for a charred connection as I went. Then noticed the Power seat backrest switch (it inflates a bladder at the at mid/lower back and is located on the side of the drivers seat backrest (that never stays where it's supposed to)) I saw a little of the copper shining through where one of the wires had been rubbing against the clip frame, A little carefully placed electrical tape and all fixed. I blew 3 Fuses all together in the process so I'm very happy it cost only $15 in fuses.
