we put a new engine in it and it ran fine, then a wire harnis got melted to the header. So i fixed the wires and now its not running. Here is a video of what it does. Help needed 4runner won't run - YouTube

That's sounds like your timing is off. Reset to TDC, pull the distributor and make the sure marks on the body and the drive gear line up, then drop it back in, set to #1.
Think about it, ya got spark cause its kicking, ya hopefully have compression, I'll assume you do, and you have fuel. Am taking a long shot and saying the timing is off.
Smarter people may know better, but that's what I think.

allright tomarrow i will re do the timeing. It is a school project and so many people have worked on it and now its my project to get running now.
I don't really know much about vacuum stuff, where should i start looking or is there a diagram of all the vacuum hoses?
we were also playing with trying to get the timing right but im not sure why he was spinning it it wasn't making it run any better. The weerd thing is that it doesn't matter where the throttle is at it runs the same
You should have a vacuum diagram on a sticker under the hood. If not, find a FSM (there's a link in a sticky at the top of the page) and there will be diagrams there. Check your vacuum lines for dry rotting, maybe they're loose, or just unplugged. Make sure they are all snug and in good condition.
You said that it doesn't matter where the throttle is... maybe your TPS (throttle position sensor) is bad? But a vacuum leak could do that too.
Your best bet is to download the FSM in the sticky and there will be steps for troubleshooting in there.
