4WD Low. Why is it there?

i beleive when you lock the center diff by pushing that button it does turn off the traction control automatically, also the vsc i think. thats why if you in the awd mode and your tryin to do donuts it wont be as good as if the center diff was locked.

Correct.

In high range it turns off VSC but not ATRAC. Engine won't dethrottle but brakes will still pulse to control wheel spin.

In low range VSC is already off so it's just a diff lock.

ahhh gotcha^^ well if anyone is still a newb and doesnt understand much about 4wd in general check out the link in my signature. i even learned somethin new about those highlander awd's haha
