97 4runner starting issues

I was mudding with a friend about while back and went into a sinkhole that we didnt know was there. Water went above the hood on the pax side and got into the filter box. the filter itself was wet about three quarters of the way up. No water (aside from a few drops) made it past the filter and there is no real water damage, that I can tell< to the engine. Crank moves fine, oil pan has no water, etc... I think that my starter got gummed up with the fine silt that was at the bottom. Also while in the water my cab started filling which got the anti-theft box wet and the horns locked on. Once i got towed out i turned off the vehicle hoping that that would stop the horns ( I didnt know about the anti-theft box at this point) and after we disconnected the battery and then the horns I tried to start it up which obviously it wouldn't because of the submerged A-T box. Anyways eventually figured that out rinsed it off dried it and reset it and the truck started. Since this though it doesnt want to start on the first time and will eventually cause a singe beep to come from the fuse box in the engine compartment. Eventually it will, sluggishly start, and depending on how many times it took turning the key I will get a lot of smoke from the exhaust (pretty sure its because of the fuel continuously getting pumped every time i turn the ignition.

Like i said im pretty sure its the starter but am open to any other ideas as well.

also it seems to start easier (first or second try) when the vehicle is parked up on the curb (driver side elevated).

any help is greatly appreciated.

I did not try rinsing the ign system and drying it...

Same thing happened today with the starting issue took about 20 turns of the key to get it started when it was parked flat. later it was parked driver side elevated and it started first try. Any ideas as to why position of the vehicle may be allowing it to start easier?
