I painted my bumper and documented it. all the paint and tools cost roughly $45.
if it doesnt hold up I am going to get it powder coated for $100

I wonder if this process will work on the fourth gen chrome grill. The grill is plastic.

It depends on how fancy you want to get with the paint job but the basics are scuff, clean, prime, paint, and then possibly clear coat if desired. You should still be able to scuff that up and paint it easily.
I barely even scuffed my chrome bumper before bedlining it with raptor bedliner. Only had one nic since doing it almost a year ago.
