All you IT experts-

I get pop up adds every time I open a web page or even hover over a link on a web page
I use Internet Explorer (I know but I don't want to change) Windows 7 and Norton 360

What is a good program that will get rid of what ever is causing the popups?

I know about the popup blocker but that blocks real popups like on t4r.org

I am willing to pay for the program as long as it works.

You may just want to look in the Control Panel/Programs & Features and see if there is anything installed like toolbars, coupon printers, etc and remove them. Also check your IE Addons (Tools menu - Manage Addons) and disable any that look suspicious - or all of them (one at a time) until the popups go away.

That being said, my usual bag of tricks consists of several programs:

Combofix
Malwarebytes
Superantispyware
Stinger (only if the above 3 don't find anything).

I've had to use a few other tools once in a while, but usually the above combination is pretty good at getting things cleaned up. Be warned, though, that Combofix has the potential to harm your PC as it deletes anything it finds as malicious without asking.

I also use Malwarebytes, and you can buy the Pro version which gives you real time protection for around 25 bucks a year - good for 3 PCs.
I also like Spybot Search and Destroy

CCleaner is also a good program to use to clean up all the junk files/registry.
Just pay close attention when installing programs like these as they usually want to install other toolbars, browsers or programs - be sure to uncheck all of the add ons.

open your control panels then the programs and features and uninstall any toolbars.

combofix and ccleaner.

Also, open your "my computer" on the C drive open the users folder. Open the user folder that you have the issue with when you are logged in. In the upper right of the window search for .exe If it finds any that are random character or don't appear to be legitimate programs delete them. Normally you wouldn't have exe files in your user folder, chrome and some other things are exceptions. If after doing this and having deleted files you get a message when logging in that such and such file was not found run the ccleaner registry check, have it fix problems, but make sure you accept the option to backup the registry. If you have questions about if you should delete a file either post it here or google the file name to learn what it is. Malware often gets installed in the users folder.
