Is their a secondary filter on the underside of the top part of the filter box? If so has anyone taken it off?

I believe your talking about the HCF (hydrocarbon filter). Some people take it off, but I think you have to be careful cause its really delicate.

Yes, that's the HCF filter and alot of guys have removed it, (I have), and see a slightly improved throttle response.
I comes off fairly easy, JA has a write up on how/why you can/should do it, very informational.....

For those that live in Denver area and have removed this filter, Any problems with passing smog inspection? I'm curious if they look at this to see if it is still present.

I don't live in Denver, but we do emissions in Washington. I removed mine, and passed just fine
