Any tips on an over tensioned ebrake cable?

Ive reinstalled all new brakes and freed up some siezed parts of the ebrake.

One thing ive noticed is that the passenger side bell crank is nowhere near touching. Heres a pic on google drive

I think its so tight that the ebrake is perma engaged in the passenger side.

Is this an easy fix? ive heard you can loosed the cable from inside the car, does it look like the proper solution here?

The driver side bellcrank is fine however.....

I have the opposite problem... passenger side cable doesn't pull enough and only the driver's side engages the e-brake.

im about 75% sure an adjustment by the ebrake lever inside the truck will fix both our problems.

Before you adjust the e brake lever you have to adjust the brake shoe clearance which is .5mm - basically barely touching the drums. The when you pull the e brake you should have 7-9 clicks. If not, you adjust the cable with the lock nuts underneath the center console. The bell cranks are adjusted with the drum off, the parking brake cable disconnected from the bell crank, and the 2 springs off. Pull the bell crank back until all the slack is out of the small cable going from the lever to the shoe, then adjust the bolt on the bell crank to where it almost touching the backing plate, barely less than a mm. Then put it all back together.
