Are these flares interchangeable? Will the green flare(2001), fit on the fender with the black flare(99)? Spacing the same?

No. They are mounted differently. You can install either flare on a truck, but the process for the green flare is a lot more difficult. It attached straight through the fender, while the black fender mounts on the underside of the fender.

The green fender mounts to the inner splash guard bolts from the bottom and some plastic clips on the top of the flare will go into the fender holes (meaning you have to drill holes or use 3M VHB tapes to stick it to your fender. Alternatively, you can mount the limited (big) flare with the inner splash guard bolts on the 99 and apply sealant (black or clear) to the top end of the flare that touches the fender.
