are 03 4runner sr5's fuel tank caps locked from the outside?

sorry its a random question but i kind of need to know asap. i dont have time to go outside and try it out but i was just wondering if while the car was off and locked, if someone can open the gas cap from the outside of the car?

again i apologize for the random question lol

The cap itself doesn't lock to my knowledge. When you release the lever inside, the only thing it releases is the fuel door itself, so if someone wanted it badly enough, they can pry it open.

so yeah i know you can hit the lever to pop the thing open, but what if the doors are locked, the cap is shut - can someone open it up from the outside [easily]? or like you said kind of PRY it open?

Yeah that was what I was saying. That all they would have to do is pry open the fuel tank door itself and then unscrew the cap.

The door locks themselves have no affect on the fuel filler door.

I bet you're thinking about BMW's central locking system. Toyotas (as with most, if not all Japanese makes) with the remote release, the fuel filler door stays locked if it's fully closed. You'll need or want a locking gas cap, if it's like a Tundra or Tacoma where there's a notch on the fuel filler door, those have no locks and the gas cap is accessible by anyone whether the car is locked or unlocked.

how would i tell?
i had a problem with some people at a party and i think they mightve done something with my fuel. i could just be overly worried, but would i notice any different effects if they did any sugar in the tank kind of stuff?
