Are these axles new?

Some aftermarket axles rust pretty quickly. That being said, it looks like the boots have a decent bit of wear so I would say they are not new if I had to guess

Feel the axleshaft. Does it feel like rusting metal? It sure as hell looks like surface level rust.

The rust feels pretty rough, like my original did. I had to ask the manager if they popped off the old joints and reused the shaft but he was really insistent.
This whole thing is a nightmare, the steering still isn't fixed.

Remember, there's a big difference between new OEM, new aftermarket, remanufactured (both OEM and aftermarket) and rebuilt. If you want my opinion, what you have there is aftermarket - either new or remanufactured. Aftermarket parts in general are not finished as well as OEM - hence the rust.
Most shops will not use OEM anything unless they have to because it's so much more expensive. They will also argue that aftermarket parts are just as good as OEM - which is simply not true. I'd ask the shop what kind of parts they used.

If they're new, the shop that installed them should be able to provide purchase documentation, right?

I finally got the truck back, he showed me the new vs ones installed and it looks like the shafts are prone to heavy surface rust as they are bare metal. He put the new ones on so that's done.
Absolutely. Whether a small shop or big shop they have to have a company account with the big parts shop or personal finance records of the purchase.
Personally this could have been a aftermarket or remanufactured parts, that didn’t come with a protective coating or was cleaned off with acetone or brake clean.
But if they took care of the issues, then all is good. If you decide to use this shop again, I would personally mark part that is getting replaced. Ask them to save the part when you pick up the vehicle. If they need the part back for core replace that is fine tell them to hold it for you so you can examine it.
