Best way to program new key?

I need some new spares, so I got some blanks and got them cut. I have tried several ways to program them but have had no luck. Any ideas?

Mine’s a 99 limited.

You may need to remove a old key before adding a new one, I think you can only add 3 keys?, a master, spare, and valet key, but its been a few years since I did this for a friend so not sure that might have been for the FOB. This is a good read, I was able to add a key with the brake+ gas pedal sequence, which surprised me on a 99'. You do need a master or spare to enter into programming.
