Bring back 4Runners of the Month

i think we all really enjoy T4ROTM, i think it would be great to bring it back.

I don't remember how they chose them before but it would be nice to allow the users to decide. Like have an option on the persons home page that allows you to vote for them. Then pick the top runner from each sub forum (classic, 3rd, 4th, 5th) and we vote from them for t4rotm. Idk may be to complicated but id like it
