Just wanted to share a my local fabricators work. Not sure if he will be putting the bumper in production but me being from the area hopefully he can hook me up with a front and rear.
How thick is the steel?
Any idea on weight or cost? Can this be had without the hoops?
the cost of the bumper is not set in stone yet. He would like to use one more rig(mine) as the second guinea pig to make sure everything with the bumper works well and that there are no problems with the mounting points. Billy is very flexible with modifying the original plans to satisfy his customers. Billy and I actually thought of doing one of his "hybrid", tube/plate, bumpers on my rig which would save a lot of weight. If you have instagram you can search for "brute force fab", a lot of his work is on Tacoma world. If I can find the picture I will post up the hybrid bumper that he tacked up real quick just to get an idea how it would look.

I hope he doesn't put it into production in fear of being sued lol. Do I see some cues from other designs in this front bumper?
Pretty much every front bumper is a version of the classic ARB Bull Bar. I've yet to see one that doesn't look out of place on 5th gens, but everyone has their own taste. I don't think any of them from any manufacturer are unique in any way that would warrant a claim of someone copying them.
Then you must not have read into the WM/Gobi lawsuit.
