Bug or a feature?

Does anybody elses HVAC constantly blow air unless set to recirc? I've been wondering this ever since I got the car. As long as the car is moving I have air come through the vents, even with the fan turned off, like a ram air effect. Hot or cold doesn't matter either, only setting the air to recirc causes it to stop. I honestly find it kinda handy cause I can use the defroster without the compressor being turned on, but I genuinely can't tell if something is broken or its supposed to be that way

if i understand you correct, than I think its normal. Mine pushes air if not in recirculation mode
 
Definitely agree that it’s normal. Does it in my Honda, too and a few other vehicles I’ve driven/ridden in. Nothing to be concerned about
 
Air intake for exterior cabin air is at the base of the windshield - which is a high pressure zone. It is definitely a feature, not a bug.

Also, you can unplug a connector on the HVAC controls ('96-'99, non-Limited) to eliminate the AC-with-defrost if you want. Back side of the unit on the passenger side:

My favorite mode is Defrost/Foot with the automatic AC disabled. I know how to select AC if I need to dry the air more.

Interesting - when I turn mine Off (which would be by accident) no air comes out of any vent.
The '01/'02 (and earlier Limiteds) may close the external air vent when the HVAC system is turned off. Listen for the actuator when you turn the fan on/off.
