bumper removal

I'm removing the rear bumper, and will have these metal flanges to deal with after all the pieces are pulled.

For those of you who've been there, what do you do? Do you break the little tack welds, or cut off (with angle grinder)? Or niether?

we always cut them off with a skinny wheel on a grinder.

I did do a little research and found that you could drill through the weld with a bullet tip drill bit, being careful not to penetrate the second layer of steel.

I thought about cutting them, but....In the future I may want to re-attach the stock bumper kit. I'd like to try and salvage the flanges.
