I spoke with CBI about this a while back and they said it's an unusual harmonic having to do with the road or something. It's not clear to them, obviously. Mine hasn't done it for quite a while but it was an issue the first year or so. I did move up to a 34 MT so not sure if the weight difference fixed the problem or or maybe the bumper has just "worn in" so to speak. I also noticed in my typical routes it would do it in the same spot on the freeways. For me it was always 70 to 75 which is annoying because that's my normal driving speed.
