Clicking sound inside steering column/dashboard

In the video below, you can hear a very audible clicking noise (esp at about 0:17 & on), much like a mouse-click. It only happens when the truck is traveling on uneven pavement or bumps.....Could it be a bad relay? Or something related to fuses?

Its driving me nuts.

Try tightening the bolt on the steering shaft, 12mm. there's a few threads about it floating around. doesnt sound electrical to me.
