Codes P0420 and P0430 (Help!)

Recently bought a 2006 Toyota 4Runner SR5 with 64k and shortly after both "VCS TRAC" lights came on as well as the "check engine" light. After searching the forums, I attempted the cheap fix and bought a new gas cap which didn't resolve the issue (worth a shot). Today, I had a buddy use his scanner to get a reading and it threw codes "P0420" and "P0430".

He recently got his scanner so neither of us really knew what the readings meant but I gathered a little bit of information about the 02 sensors:
B1S2- <1, fluctuating from .01-.9
B2S2- <1, fluctuating from .01-.9
B1S1- >3, more stable
B2S1- >3, more stable

Again, I don't know much about these readings but do the 02 sensors look normal from this information?

I searched the forums to try to find an answer but didn't find anything conclusive. Quite a few people said the catalytic converters could be bad but I am skeptical for a few reasons:
My 4Runner only has 64k on it
I average 19/24 (stock)
Acceleration/Performance doesn't seem to be a problem
I didn't hear anything that would lead me to believe it is an exhaust leak

I don't understand the readings either, but it sounds like the o2 sensors should be replaced.

Do you have a Temperature Sensor? If not, (CAREFULLY) use your hand. The temperature should be the same before (engine side) and after the Cat (exhaust side). If the cat isn't working, the temperature will be considerably cooler after it (exhaust side).
