Compression ring location?

I'm rebuilding a 3VZE out of a '92 Runner and I'm about to put the new rings on the Pistons and drop them in the cylinders, but I want to be 100% positive I'm putting the compression rings in the right spot. On my Sealed Power box, it tells me to put the ring with the shiny outer face in the top groove, which is also what Hastings Rings' website says, but when I removed the Pistons the "shiny" ring was in the 2nd groove...not that I trust the previous engine builder (it's been rebuilt before) as I've found multiple things that's been wrong, but also the dealership said shiny face in 2nd groove..so I'm really confused on which is actually correct. My FSM doesn't really show much detail or specify anything either. So if anyone has rebuilt a 3VZE (I know plenty of you have) please help me, I'm pulling my hair out :confused: I attached a picture with the new rings, you can see I have the "shiny" one in the 2nd groove. Also I know one of the rings is chamfered on the inside but I can't find anything on that either

I don't know who is right in this situation. I never trust dealers on stuff more then 10 years old. I would fallow the manufacturer of the rings instructions. As far as the tapered ring I have always known that to go to the highest point on the cylinder so it can roll over and possible carbon building in the top of the cylinder.
Just my opinion I never rebuild 3.slows

I've now called 2 different dealerships and a foreign engine rebuild shop and they say the chrome faced one goes on top (the one with chamfered inside edge), which is what the ring box says, but opposite what came out of the engine...good thing I didn't trust the previous builder, I guess there's a reason I only had 750 miles on it before the rod started knocking!
