I've got the cracked dash as well. Going to try a few local dealers to see what responses I get. I'll let you know if I make any progress.
Finally a 4th gen has landed at my local pull-a-part yard (Express Pull N Save, LaVergne, TN) and grabbed a couple of small interior parts. Saw a dashboard that was clean no cracks (just dirty)if anyone wants to go and pull it!
It probably was one of the replacements.
Has anyone seen or used the Coverlay Dashkit before. It dose not look bad for covering up a cracked dash. May give it a try if I can not get anywhere with Toyota. May try to have some legal counsel contact them and see if that helps.
Im going to take a jab at this and see if I can still get the dealer to replace. I am located in Orange County, CA. Fingers crossed.

I asked my local dealer in Chicago how much to replace the dash (now that it's no longer free), and he gave me a price of $600 or so. Main reason is, the process is super labor intensive, at least a couple hours to disassemble everything and reassemble.

Odd. My dealer gave me a price of about 2800.00 said it took about 11 hours.
maybe I got that wrong. Perhaps the PART was $600? maybe it's $2200 in labor
