I'm in the same boat as you...looking for a local decent non-dealership mechanic. From my forum reading, a good mechanic can troubleshoot to make sure only the required evaporation system parts are replaced. It could be hoses or solenoids that need replacing.

I did see a YouTube video where the charcoal can is taken out, wb40 is sprayed in the inlet and outlet of the can (it's sealed and can't be taken apart without damage) and left overnight. He then used compressed air to test the can and got air to flow through.

Fortunately I have until July until my emission testing is due so I have some time to find a good garage.

The technical name is activated carbon; it's usually obtained from finely grinding burnt coconut shells. It's a cheap material that will absorb hydrocarbons to reduce the contribution of fuel evaporation to smog.

Try a new gas cap first. Some of those evap codes come on when the gas cap doesn't seal tight enough, which happens over time as the cap wears a bit.

FYI, the charcoal canister can fail when you add too much gas to the fuel tank on a regular basis (topping off after the gas pump has already clicked off). Toyota recommends filling until the gas pump clicks off, then tightening your gas cap 3 clicks.

I never fill past when it stops.

I'll try a gas cap first and see. $10 is worth it for a test.

I had this issue when I bought my 4Runner at ~75k miles, although I think I pulled different codes, so it may in fact be a problem with your charcoal canister, or the leak detection pump housed within.

You did not mention what year or engine your vehicle has.

Are those the only DTCs you have for the vehicle? Just those three?

These have NOTHING to do with the gas cap at all, there's a different set of DTCs that set as a result of the gas cap being loose/leaking. These DTCs refer to conditions inside the EVAP unit itself. There is a TSB that describes a possible faulty EVAP assembly for a subset of 4th gens, but the criteria is that 5 DTCs are set.

2005 v6 with 145k miles. I did resettle CEL and drive 20 miles. Hasn't come back yet...

Had 5 codes but my crappy $20 code reader couldn't decode the first two. It said NA for them.

Looks like I'll beyond a new assembly. Easy enough to replace?

Sounds like the canister assembly is faulty, I imagine the other 2 DTCs will fall under the TSB as long as your Year/VIN also fall under it.

What state is the vehicle operated/registered in? You may be covered under your state's emissions or the federal emission's warranty; I found this:

If you have an extended warranty it should be covered depending on your policy terms.

Cleared the codes and all 5 came back. No CEL or VSC lights - but all 5 are in the ECU.

Question - when the VSC lights and all come on is that just a signal that something is wrong with the EVAP system, or does it also mean the VSC etc is no longer operational until you fix the problem?

VSC is no longer working until the condition that set the MIL is fixed.

I got a check engine light around seven years ago on my 98 Nissan Maxima, codes were for needing new O2 Sensors. It started good gas mileage never dropped. Covered the panel check engine light with black tape, been driving it everyday and it's still going strong.

What does the codes have to do with the Vehicle Stability Control (VSC)? A Charcoal can that absorb fuel fumes check engine code, will keep it from working?
Have you even tried engaging your VSC?

I don't think that the 2005s had the option to turn it on or off. My 2004 doesn't.

It has NOTHING to do with the VSC or related systems, But Toyota chose to disable those systems when a CEL is activated by some fault. Pain in the arse but that's the way it is so it has to be fixed or bypassed somehow. I had an ongoing fault that I had to clear every startup with the Ultraguage. Finally have that issue rectified.
