Day time running lights problem

We just purchased a used 2011 SR5 4 Runner in the US and live in Western Canada. This 4 Runner has day time running lights that can be turned on and off with the light switch handle on the left side of the steering column. In order to get this vehicle licensed in Saskatchewan the day time running lights have to be wired so they can not be turned off when the vehicle is running and in drive. Is there some way I can by pass the on off switch so the day time running lights stay on all the time when the vehicle is running? Where can a guy get a wire diagram for the day time running lights? Is it possible to program the computer so the day time running lights stay on when it is running? I am new to the forum and any help to solve this problem would be greatly appreciated. Antman thank you for your response. I tried removing the plastic cover to get at the wires but could not figure out how to get it off. Is there any secrets to removing the cover you show in the picture? Is there any bolts or screws that hold it on or does it just snap in place? The pictures you sent would it be for a 5th generation 4 runner or an older generation? This is all new to me and I sure appreciate willingness to help. Thanks Southernsk

All my stuff is for 5th Gen.

The cover simply pulls loose (you do not need to remove it completely) no screws. Squeeze your hand under the steering column and give a good yank. The right side will stay attached, unless you remove more panels. Once it's loose, prop it open to gain access to the wire.

You have to pull pretty hard! Don't worry, it won't break.

Antman thank you for your information. When I put a little muscle into the cover it pulled away. Your pictures and instructions were excellent. The green wire that I spliced into is very light. I bought a splicer that was good for 18-22 guage. I'm guessing the wire is lighter than 22 guage. It still worked fine and hopefully will work long enough to pass the inspection. I still think the factory set up that allows you to turn the day time running lights on and off is a better option. However the goverment regulations don't agree. Thanks again. Southernsk
